My friend shoplifted 40$ worth of merchandise of Loehmann's. Will they turn the case over to the police?

My friend and I were recently in a Loehmann's and my friend saw a really cute t- shirt that had no ink tags or alarms. She entered the dressing room with 4 other items, no employees saw her grab the wanted item, or even go into the dressing room. She stuck the t shirt into her pants, emerged from the dressing room with one item she intended to buy, and bought it, but used her Loehmann's insider club card, which means they have her address and phone number. She was never detained by loss prevention, and not seen concealing anything on camera. The item is worth only 40$, but she is worried that they will give her address to the police, and that they will come and arrest her. Since she was never seen concealing anything, will they still hand it over to the police? I know that they could but would they because it was only a 40$ item?
