I don't understand the north ridge joke on victorious?

Rex is always talking about northridge girls, I don't get the joke behind them. Are they pretty ugly, wild, what?? And in the iParty with Victorious Kenan Thompson says to Tori, "Well i know your not from north ridge." Please explain!!
