Is this a badly done tattoo or is it just me?

I had a tattoo on my arm done a year ago, it was really itchy and I made the mistake of scratching it which took the scab off, when it healed it was very patchy, my own fault I know. So I had it re done somewhere else and didn't touch it at all, now it's healed but it's still patchy although slightly less. Is it bad tattooing? Or bad ink?
